O Grupo de Trabalho Especializado na Luta contra a Corrupção Transnacional (GTCT) da OLACEFS foi formado no âmbito da LXIX Reunião Anual do Conselho Diretivo da Organização LatinoAmericana e do Caribe de Entidades Fiscalizadoras Superiores (OLACEFS), realizada em abril de 2019 na cidade de Lima. Em seguida, em 1º de julho do mesmo ano, a Controladoria Geral do Estado do Equador assumiu a presidência do órgão, com a missão de materializar os termos de referência, nos quais se contempla a construção de um Manual de Boas Práticas que retrate o trabalho das Entidades Fiscalizadoras Superiores (EFS) na prevenção, detecção e luta contra a corrupção. Com este antecedente, apresenta-se o seguinte documento, que reúne as experiências e iniciativas emergentes promovidas pelos órgãos de controle que formam parte do GTCT para mitigar os impactos da corrupção na gestão dos recursos públicos. Considerando o enfoque transnacional do GTCT, este primeiro esforço procura reconhecer o grau de homologação das práticas e as oportunidades para estabelecer futuras estratégias regionais. Além disso, com este documento se espera visibilizar o valor agregado das EFS em todo o ciclo de combate à corrupção, para o qual é relevante uma melhor cooperação interagencial e internacional. Cabe destacar que para a elaboração deste Manual foi conformado um subgrupo, do qual participaram as EFS do Brasil, Chile, Equador, El Salvador, Honduras, México e Peru. Além disso, considerando a orientação em escala internacional e a experiência em temas anticorrupção, o Escritório das Nações Unidas sobre Drogas e Crime colaborou com uma seção do manual, permitindo contextualizar a problemática da corrupção na região, bem como aterrizar a noção do que se entende por este fenômeno. This document includes the prevention, detection and corruption initiatives of the Supreme Audit Institutions (SAIs) that are part of the Working Group, which focus on: a) strengthening internal control through the application of international standards and the issuance of national regulations on the matter; b) the consolidation of ethical frameworks so that SAIs become benchmarks of integrity in the public sector; c) the promotion of diverse mechanisms of citizen participation with incidence in processes of control and evaluation of public policies; and, d) use of technology to improve the publicity of audit reports, control of sworn statements and public tenders. In addition, SAIs also have emerging cases to improve inter-agency cooperation and with civil society, as well as investigation processes in cases of illicit enrichment. These success stories could become new schemes to be promoted within the OLACEFS framework so that in the future they constitute standardized good practices in the region. It should be noted that the manual was written by the SAIs of Ecuador, Brazil, Chile, El Salvador, Honduras, Mexico, and Peru. On the other hand, the manual received relevant feedback from international organizations and entities. In this way, the United Nations Office on Drugs and Crime (UNODC) developed in the first part of this document a regional analysis of the international legal instruments and the resolutions that States must follow within the framework of the United Nations Convention against Corruption, clarifying the activities that concern SAIs. Likewise, the Italian Court of Accounts acted as external reviewer of the document, pointing out the importance of carrying out a biannual publication of good practices that allow progress towards the definition of common procedures based on the initiatives identified.
